The revenue derived from the tax, together with all moneys acquired for the purposes of the library by gift, devise, bequest or otherwise shall be apportioned to a fund to be designated the "Library Fund" and shall be applied only to the purposes herein authorized. Payments from the Fund shall be made in the same manner as provided for the payment of other demands against the City; provided that all demands on such Fund shall be first presented to the Board of Library Trustees and approved by it, before being ordered paid by the Council.
