No person in a park shall expose or offer for sale any article or thing, nor shall he station or place any stand, cart, or vehicle for the transportation, sale or display of any such article or thing. Exception is here made as to any regularly licensed concessionaire acting by and under the authority and regulation of the City Council. Exception is further here made as to any activity proposed to be conducted or sponsored by any organization which is nonprofit in nature as designated by the State of California or by the Federal Government, which the City Administrator or his designated representative determines to be nonprofit in nature, is designed to promote the general welfare of the citizens of Fullerton, and is not unduly restrictive of the rights of citizens not involved in such activities to use City parks.
