No persons shall, at any time, fish in, or take any fish from, the waters of any public park, by any means whatsoever except at designated areas as authorized by the Director of Community Services. The Director is further authorized to designate any public park waters or places accessible thereto that may be used for fishing, and to prescribe and enforce all reasonable rules, regulations and restrictions pertaining thereto, and to post signs giving notice thereof.
