The public library shall be managed by a Board of Library Trustees, consisting of five members, who shall be appointed by direct appointment by the City Council. The Board of Library Trustees shall severally hold office for three years, serving without compensation. Men and women shall be equally eligible to such appointment, and vacancies that may occur in said Board shall be filled by appointment as provided to fill out the unexpired term. Appointments shall occur according to the City's recruitment and appointment schedule for new commission/committee members. Term limits shall be two full consecutive three-year terms.
