The Council does establish, and provide for, the regulation and maintenance of a public library in the city and adopts therefor the provisions of an act of the Legislature of the State of California entitled, "An Act to Provide for the Maintenance and Establishment of Public Libraries within Municipalities," approved March 23, 1901, and the acts amendatory thereof. (2340 -- Ord. 46 § 1, 1906).
