It is unlawful and a misdemeanor for the direction officer or the operator of any railroad train to direct the operation or to operate the same in such a manner, or to permit the same to remain standing as to prevent the use of any streets within the city for purposes of travel for a period of longer than ten minutes, except that this provision shall not apply to trains in motion other than those engaged in switching.
