A. As provided in Section 21100 of the Vehicle Code, no person, other than employees of the City in the course of their employment, engaged in construction, maintenance, or repair of a highway or work on adjoining property, shall restrict the use of or regulate the movement of traffic on such highway through or around a construction or maintenance area without first obtaining a permit in accordance with Chapter 16.07. The permit shall identify the person to whom issued, the purpose or project for which said permit is issued, the time or period of time the permit shall be effective, and such terms, conditions, and limitations deemed necessary for the protection of the public safety.
B. It is unlawful to fail to comply with directions of warning signs, lights, or other control devices provided for the regulation of traffic pursuant to subsection A of this section. (Ord. 2733 § 2, 1990).
