Whenever any reference is made to the Public Works Department, Director of Public Works, Street Superintendent, City Engineer, Department of Engineering and Community Development, or Assistant City Manager/Director of Engineering and Community Development in this code or any City, State, Federal or any other official or quasi-official code, law, ordinance, regulation, resolution, title or policy, said reference means that department charged with the responsibilities for performing the engineering functions for the City, and/or the director, appointed by the City Manager, with responsibility for those functions.
