It is the purpose and intent of the City Council of the City of Fullerton, through adoption of this chapter, to provide additional enforcement tools to protect businesses and their potential customers from harassment by overly zealous beggars or solicitors of alms, or from persons soliciting donations in exchange for token service. (Ord. 2868 § 1 (part), 1995).
