It is unlawful for any person to open, operate or conduct an adult business within the City unless such person first obtains and retains a valid adult use development permit for an adult business pursuant to this chapter. Any person desiring to operate an adult business within the City shall file with the Department of Development Services an adult use development permit application on a form supplied by the Department.
