   Every person in control of any inn, hotel, apartment house, rooming house or lodging house in the city shall keep at all times a register for the registration of guests, which said register shall be a substantially bound book not less than nine inches in length and not less than seven inches in width, with pages thereof lined for the registration of guests; and which book of registration of guests shall be preserved for at least one year after it is filled with registrations or after the discontinuance of its use as a register; and every such register shall be kept open during use and shall, at all times, be subject to inspection by police officers or other members of the Police Department.
