The City Manager or his designee may use all lawful means to enter upon any property in the City for the purpose of inspecting the property for a public nuisance and/or for the removal of any public nuisance from said property, as such public nuisance is defined in this chapter. If a property owner or occupant refuses to allow the City Manager or his designee entry upon the property for inspection or abatement of a public nuisance, the City Manager or his designee shall apply to a judge of a court of competent jurisdiction for a warrant authorizing the entrance upon such property to perform an inspection or abatement of such nuisance.
