A copy of the notice of intention to abate and remove the vehicle or part or parts thereof shall be sent by regular mail to the California Highway Patrol not less than fifteen days before any abatement or removal thereof. Notice of any hearing requested as provided in this chapter shall be sent by regular mail to the California Highway Patrol not less than ten days before the date set for such hearing.
