2.04.040.   Rules of procedure.
   That certain document entitled Robert's Rules of Order, Newly Revised Edition, one copy of which is on file in the office of the City Clerk, is adopted by reference, in accordance with Section 50022.2 of the California Government Code, as a part of this chapter and shall govern the actions and proceedings of the City Council in all of its legislative, administrative and other functions.
   Additional rules, not in conflict with or a duplicate of the general laws of the State, may be adopted by resolution.
   A tie vote of the Council on any matter under consideration constitutes denial of the request. (Ord. 2805, 1992: Ord. 2720, 1990: Ord. 1578 (part), 1969; Ord. 1505 (part)).
