"Rubbish collector" is any person, whether or not he has a fixed place of business in the city, who engages in, conducts, manages or carries on the business or collecting rags, sacks, bottles, cans, papers, metal or other refuse from persons pursuant to a contract or schedule of fees with either the person from whom subscribed or collected or with the city.
