No person, or the successor in interest of any person, who has granted to any other person any easement or privilege for the joint use of any land for the parking of motor vehicles to satisfy the conditions of, or to obtain, any zoning use permit, any zoning variance, any land divisions permit or any building permit, shall, without the consent of the Planning Commission or City Council, ever prevent such joint parking unless the land, the use of which for such joint parking was so required to benefit, is not then used, or thereafter to be used, as authorized by such use permit, variance, land division or building permit.
