The Chief of Police shall promptly cause to be made such investigation of the applicant as he deems necessary and shall determine whether the applicant is a person of good moral character or has any of the propensities described in Section 3.32.010, or is prohibited by this chapter, or by any law of the State of California, from peddling and upon such determination shall notify the applicant, by mail at his address shown on his application, whether or not such permit will be issued.
