A. At the time a Rural Street Overlay is established for a neighborhood, design guidelines shall be prepared for review by the Planning Commission and adoption by the City Council.
B. The design guidelines may be amended periodically. Unless an amendment to the design guidelines would significantly restrict the development rights of an impacted property owner, no public notice is required to revise the guidelines.
