No permit shall be granted, renewed, or reinstated unless the County Health Officer determines, upon completing his investigation, that the mobile X-ray unit is registered with the State Department of Public Health and it has issued to the applicant a license to possess and use such unit in compliance with applicable laws, ordinances, and administrative regulations, and in a manner not detrimental to the health of the patrons, employees, and the general public and that such unit has been registered with the Orange County Health Officer together with the names of all of the operators thereof or unless he makes a written finding that the use of such unit by such persons will not constitute a significant risk to the health or safety of the public or the persons employed in or about the operation and use of such unit.
