The foregoing provisions of this chapter shall not apply to the following distributions:
A. Folded newspapers of general circulation, as the same are defined in the Government Code of the State of California;
B. Mail by the United States Government or to any notice of any lien, foreclosure, or sale of the real property on which such notice is placed, or to any governmental or court notice or process or to any telephone directory or to the distribution or delivery of any newspaper, magazine, pamphlet, or other paper to any person pursuant to his oral or written order or consent therefore, or to any hotel, inn, motel or other such public residential premises.
