Prior to the public hearing, the City Engineer or an Underground Utilities Advisory Committee, if such is appointed, shall consult with all affected utility companies and shall prepare a report for submission at such hearing containing, with other information, the extent of their participation and estimates of the total costs to the City and affected property owners. Such report shall also contain an estimate of the time required to complete such underground installation and removal of overhead facilities.
