All public and private improvements constructed in the city shall be built, provided and worked on in a safe manner. Workmen, pedestrians and vehicular traffic shall be protected as required by the regulations and provisions of the State Division of Industrial Safety, the Federal Occupational Safety and Health Act and by City codes. No person, firm, corporation, partnership, association, contractor or subcontractor shall conduct his work or operations in any way which presents a clear and present danger or hazard to life and property or which unreasonably interferes with the rights of the citizens of the city or the public. Any such person, firm, etc., found to be in violation of this section by any police officer, peace officer or by the City Engineer or his authorized representatives is guilty of a misdemeanor, and shall be cited in accordance with law.
