   Prior to June fifth of each year, the City Administrator shall submit a budget for the coming fiscal year to the City Council for adoption. The budget shall contain at least the following:
   A.    Budget message;
   B.    All anticipated revenues;
   C.    All expenditure schedules for all departments of the City Government;
   D.    A schedule showing the comparison of all revenues and expenditures and the status of all surplus or reserve accounts;
   E.    Expenditures and revenues for any city-wide special assessment activity. (Ord. 1485 § 3, 1965).
