§ 123.04 IDENTIFICATION OF CARTS.
   Any store, supermarket or business establishment which is the owner of any cart which is maintained and supplied by the owner for use by customers at the owner's business premises in the city is required to have permanently attached to each cart which it owns an identification tag which sets forth the name of the store, supermarket or business establishment.
   (A)   The Police Department shall remove or cause to be removed any cart found abandoned in any public place. Such cart shall be impounded at any city-owned storage facility available for such purpose.
   (B)   The Police Department shall notify the owner of the cart by ordinary mail within three days of such impoundment.
   (C)   The owner may reclaim the cart for $100.00 within 60 days of sending the notice of impounding.
