(A) Any person or entity who engages in the purchase and resale of untitled personal property as defined in this section as a Used Personal Property Vendor must obtain a license with the city and disclose the nature of its business.
(B) They are required to obtain verified identification of the vendor and keep a written record or log by date of the name and address of the vendor including the identification information, social security number, drivers license number or state identification number and date of birth and the item purchased, including serial numbers. This information will be kept on site and will be subject to inspection by any law enforcement officer without the need for a subpoena.
