§ 113.16 PROHIBITION; EXCEPTIONS.
   It shall be unlawful for any person to conduct or operate within the city any carnivals or exhibitions of inanimate objects which are open to the public unless such carnival or exhibition is sponsored by a charitable, volunteer, or church organization, whose principal offices are located within the city.
