(A) Massage establishments shall not be permitted to open for business between the hours of 11:00 p.m. and 6:00 a.m. each day.
(B) No owner or operator shall knowingly employ an uncertified masseur or masseuse.
(C) No owner or operator shall refuse to allow appropriate state or local authorities access to the establishment for any health or safety inspections.
(D) No person under the age of 18 shall be permitted as a patron of any massage establishment during the hours the establishment is open for business, unless accompanied by a parent or guardian and the parent or guardian has provided written permission to the establishment allowing the minor to receive massage services, or a physician has provided a written recommendation indicating the minor's need for massage services.
(E) Any masseur or masseuse shall be prohibited from touching or massaging the male anus, penis or scrotum or female anus, vulva or breasts of any patron, unless required as part of any necessary medical treatment.
(F) No masseur or masseuse shall perform massage services nude or in a semi-nude condition.
(G) The genitalia of all patrons must be properly draped when massage services are being provided.
(H) A masseur or masseuse shall not provide massage services for immoral purposes, or in a manner intended to arouse, appeal to, or gratify lust, passions, or sexual desires.
