(A) The Board shall consist of five members who will be appointed by the Mayor to serve for terms of four years and until their successors are appointed.
(B) The initial Board members will be appointed as follows:
(1) One member for one year;
(2) One member for two years;
(3) One member for three years; and
(4) Two members for four years.
(C) Any vacancies shall be filled in the same manner as original appointments for the unexpired term.
