The responsibility of tree maintenance is outlined as follows:
(A) All city trees located on property owned by the city on public right-of-way planted by the city shall be maintained by the city.
(B) Trees present prior to this chapter in the public right-of- way of the city shall continue to be the responsibility of the abutting property owner.
(C) New trees privately planted in the public right-of-way shall be maintained by the property owner abutting the public right- of-way.
