(A) All owners of dwellings, dwelling units, or rooming units shall, within six months of the effective date of this subchapter, certify in writing on a form to be provided by the Fire Department, to the Chief of the Fire Department, compliance with this subchapter. The failure of any owner to so certify compliance shall give rise to a presumption of noncompliance and shall be grounds for citing the owner under the penalty section hereof.
(B) The presumption of noncompliance may be rebutted by evidence established during an inspection as provided in § 93.99.
