§ 91.60 INSTALLATION.
   Where any new subdivision, or other new development, includes the construction, extension, or improvement of a street to be dedicated and accepted by the city, such developer shall construct and install street lighting and street signs and sign poles within said street or streets as a part of the construction, extension, or improvement thereof.
