(A) Nobody shall cause, promote, aid, assist, encourage, allow, or engage in the operation of any motor vehicle in the city, in such a manner that the motor vehicle passes any stop sign facing the motor vehicle and installed, located and maintained at any location indicated in the following schedule of stop sign locations, without the movement of the motor vehicle being fully and completely stopped immediately before passing the stop sign and the right-of-way yielded to any other motor vehicle at the intersection.
(B) The Public Works Department of the city will cause a stop sign to be installed, located and maintained within the rights-of-way at the intersections of streets identified in the following schedule, so that the stop sign is facing motor vehicle traffic approaching the intersection in the direction and on the street indicated: Stop signs shall be erected at the following locations:

(C) Any violation of the provisions of division (A) of this schedule shall be a violation and a fine of not less than $20 nor more than $100 shall be imposed for each offense.
