The owner of the premises served by a sewer shall be responsible for the operation, maintenance, cleaning, repair, and reconstruction of the building sewer from the building to the point of connection with the public sewer. The owner or his agent shall obtain a permit from the City Building Inspector-Zoning Administrator prior to the commencing of any repair or reconstruction work between the property line and the point of connection to the public sewer. The permit shall be granted upon the payment of required fee to cover the cost of the inspection and supervision of such installation.
