All service pipes and connections for sewer service in the city shall be made at the expense of the owner of the abutting property, who shall make application, in writing, to the City Building Inspector-Zoning Administrator, for connection with the sewer lines of the city. The application shall be considered and granted upon payment of the fee as specified by the Building Inspector-Zoning Administrator to cover the cost of the inspection and supervision of such installation and the maintenance thereof. The applicable provisions of the official city zoning ordinance shall apply hereto.
