(A) The act of covering, concealing, or interfering with manholes, sanitary lines, storm lines, and the like and the act of throwing refuse in catch basins and sewers in the city is absolutely prohibited and the failure of any person to comply herewith shall constitute a misdemeanor as same may be presented before the county district court.
(B) The Building Inspector-Zoning Administrator and the persons acting by his authority shall each hereafter be deemed to have the full and complete authority to go upon the premises of any person who has violated any of the provisions of this chapter or who the Building Inspector-Zoning Administrator and persons acting by his authority have reason to believe may have violated this chapter in any respect. Interference by any person with the Building Inspector-Zoning Administrator, or one acting by his authority, in the performance of his duties as herein defined, shall be construed as a violation of this section, subject to the penalty as specified herein.
