(A) Subject to the executive authority of the Mayor, the Chief of Police shall be the head of the Department and shall supervise all officers and members thereof. ('77 Code, § 10-20)
(B) With the approval of the Mayor the Chief of Police may establish such divisions or special sections within the Police Department, assigning such policemen to such divisions or special sections and designating such duties as may be deemed necessary.

(C) The Chief of Police shall keep records and make reports concerning the activities of his Department as may be required by statute or by the City Council. The Chief shall be responsible for the performance by the Police Department of its functions, and all persons who are members of the Police Department shall serve subject to the orders of the Chief of Police and otherwise as provided by state law. (D) Subject to the executive authority of the Mayor, the Chief of the Police Department shall make or prescribe such rules and regulations as he deems advisable. Such rules when approved by resolution by the City Council shall be binding on the members. The rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be worn or carried, hours of service, vacations, and all other similar matters necessary or desirable for the better efficiency of the Department. This section in no way restricts other matters which may be prescribed or regulated through the rules and regulations promulgated by the Chief of Police pursuant to this chapter. ('77 Code, § 10-24)
(E) The Chief of Police shall have the custody of all lost, stolen, or abandoned property recovered in the city. ('77 Code, § 10-26)
