(A) The Police Chief and all police officers shall be appointed by the Mayor at will, and may be removed by the Mayor at will except as tenure and terms of employment are protected by statute, ordinance, or contract. The Police Department shall have the following positions:
(1) Police Chief
(2) Police Captain
(3) Police Sergeant
(4) Police Officer Specialist
(5) Police Officer
(B) From time to time, the Mayor may promulgate job descriptions for the various Police Department positions, subject to approval by Council through municipal order.
