§ 32.20 MAYOR AS PRESIDING OFFICER.
   (A)   The Mayor shall preside at meetings of the Council. (KRS 83A.130(5))
   (B)   Pursuant to KRS 83A.130(5), the following procedure shall be used in selecting a member of Council to preside at regular and special meetings of Council in the absence of the Mayor:
      (1)   Any Councilmember may make a motion proposing either himself or another Councilmember as presiding head of the meeting;
      (2)   The motion must be seconded by another member of Council;
      (3)   Upon a second, the motion will automatically be called for a roll call vote;
      (4)   Upon the vote, the named individual shall either be empowered to preside over the Council meeting, or the selecting procedure will be initiated again.

   (C)   The Mayor may participate in Council proceedings, but shall not have a vote, except that he may cast the deciding vote in case of a tie. (KRS 83A.130 (5))
