§ 31.38 CITY TREASURER.
   (A)   Establishment. There is hereby established the office of City Treasurer.
   (B)   Powers and duties. The powers and duties of the City Treasurer are as follows:
      (1)   Prepares and administers department budget and prepares financial reports as required.
      (2)    Prepares monthly and annual financial statements and accounts payable; maintains ledger account.
      (3)   Reconciles bank statements.
      (4)   Directs and supervises the collection of all city taxes and fees.
      (5)   Receives and gives receipts of all money due the city such as property tax, franchise tax, gross receipts, occupational licenses, vehicle licenses, and dog tag fees.
      (6)   Makes deposits and withdrawals of revenues for city receipts and accounts.
      (7)   Invests funds and transfers funds.
      (8)   Processes purchase requisitions and supplies for the department.
      (9)   Performs related duties as required.
   (C)   Oath and bond. No person shall be appointed or act as the City Treasurer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky, and has provided a bond in the sum established by City Council, with corporate surety authorized to transact business in the Commonwealth of Kentucky and conditioned upon the performance of the duties specified herein.
   (D)   Compensation. The compensation of the City Treasurer shall be in an amount to be established by City Council by ordinance in accordance with the pay classification plan.
