(a) The city council shall appoint a park and recreation board to be comprised of residents to act in an advisory capacity in conjunction with the park and recreation department. The board shall consist of eleven members, who shall serve in places numbered one through 11. Members shall serve two-year terms. No member shall serve more than three consecutive two-year terms, and the terms of current members of the board shall be counted toward the limit of terms to be served for purposes of this section.
(b) The park and recreation advisory board shall have powers and functions as described in Chapter 24 of the City Code.
