§ 2-67 LIBRARY ADVISORY BOARD.
   (a)   Appointment; members. The city council shall appoint an advisory board to act in an advisory capacity to the city council and the city manager in conjunction with the library department. The board shall be composed of 11 residents, who shall each be appointed to places one through 11. Members shall be appointed for two-year terms. No member shall serve more than three consecutive terms. Members shall serve without compensation and shall be subject to removal at any time by the city council.
   (b)   Powers and duties. The library advisory board shall have powers and functions as described in Chapter 19 of the City Code.
