   It shall be unlawful for any person, without written permission of the park and recreation director or the city, to ride any cow, horse, mule, fowl or domesticated animal in or upon any park or recreation area not designated by the park and recreation director for such purpose, or to tether or pasture, or allow or cause to be tethered or pastured, any cow, horse, mule, fowl or domesticated animal in or upon any park or recreation area.
