   It shall be unlawful for any person, unless authorized to do so by the sender of the radio message, to intercept any communication or message transmitted over any city-operated radio station and divulge or publish the existence, contents, substance, purpose, effect or meaning of such intercepted communication or message, or to use such intercepted communication or message for his or her own benefit or for the benefit of any other person.
