§ 22-341 DEFINITIONS.
   For the purposes of this article, the following words and phrases shall mean respectively.
   PEDESTRIAN. Any person afoot.
   VEHICLE. Every device in, upon or by which any person or property is or may be transported or drawn upon a public street, highway or thoroughfare, except devices used exclusively upon stationary rails or tracks.
   VENDING VEHICLE. Every vehicle, as herein defined, used in or for the carrying on of the business of peddling of ice cream, frozen dessert or other edible or potable intended for use as food or drink for human consumption.
   VENDOR. Any person, group of persons, firm or corporation who individually or by or through an agent or servant offers to sale, sells or attempts to sell ice cream, frozen dessert or other edible or potable intended for use as food or drink for human consumption from any vehicle as herein defined.
