(a) It shall be the duty of the city traffic engineer to designate some members of his or her staff to make regular collections of the money deposited in parking meters. It shall be the duty of such persons so designated to remove the coins deposited in the meters, to count same, to place same in sealed containers, and to deliver such containers and funds to a place designated by the city treasurer.
(b) It shall be the duty of the city treasurer to deposit such funds to the credit of the general fund of the city.
