The displaying of a signal by any parking meter indicating expired or illegal parking while a vehicle is parked in a parking space adjoining such parking meter shall be prima facie evidence that such vehicle has been parked overtime and beyond the period of time established for the particular parking meter rate in which such parking space and such meter are located.
