§ 22-192 HOURS METERS TO OPERATE; INFORMATION TO BE SHOWN ON METERS.
   (a)   Except within the cultural district and the West 7th Urban Village Core, parking meters at the established rates shall regulate the parking of vehicles between the hours of 8:00 a.m. and 6:00 p.m., unless otherwise specified by sign, of any day, except Saturdays and Sundays; or when a street sign specifically prohibits parking.
      (1)   Within the cultural district, parking meters at the established rates shall regulate the parking of vehicles between the hours of 6:00 a.m. and 10:00 p.m., unless otherwise specified by sign, of any day, including Saturdays, Sundays and holidays; or when a street sign specifically prohibits parking.
      (2)   Within the West 7th Urban Village Core, parking meters at the established rates shall regulate the parking of vehicles between the hours of 10:00 a.m. and 10:00 p.m., unless otherwise specified by sign, of any day, including Saturdays and Sundays; or when a street sign specifically prohibits parking.
   (b)   Except within the Cultural District, the following parking meter holidays will be observed:
      (1)   New Year’s Day—January first;
      (2)   Martin Luther King Jr.’s Birthday—Third Monday in January;
      (3)   Veteran’s Day—November eleventh;
      (4)   Memorial Day—Last Monday in May;
      (5)   Independence Day—July fourth;
      (6)   Labor Day—First Monday in September;
      (7)   Thanksgiving Day—Fourth Thursday in November;
      (8)   Thanksgiving Friday—Friday after the Fourth Thursday in November; and
      (9)   Christmas Day—December twenty-fifth.
   (c)   When a parking meter holiday falls on a Saturday and the holiday is officially observed on the preceding Friday, the parking meter holiday will be observed on Friday. When a parking meter holiday falls on a Sunday and is officially observed on the following Monday, the parking meter holiday will be observed on Monday.
   (d)   The city council may also from time to time designate parking meter holidays or cultural district parking meter holidays for special events or activities when such action is in the best interest of the city.
   (e)   Each parking meter shall bear thereon a legend indicating the days and hours when the requirements to deposit coins therein shall apply and the value of the coins to be deposited.
   (f)   For purposes of this division, the CULTURAL DISTRICT shall be defined as the area bounded by University Drive on the east, Camp Bowie Boulevard on the north, Montgomery Street on the west, and West Freeway Service Road on the south.
   (g)   For purposes of this division, the WEST 7TH URBAN VILLAGE CORE shall be defined as the area bounded by Foch Street to the east, University Drive to the west, Lancaster Avenue to the south and West Sixth Street to the north.
   (h)   The city manager or his or her designee may waive the parking fees for meters within the cultural district during periods of off-peak demand for parking by causing the meter(s) to be deactivated or encased.
