When off-street loading dock facilities are required, the minimum width of the dock shall be ten feet and the minimum depth shall be 60 feet. The loading dock facilities shall be constructed in such a manner that any vehicle anticipated to use the dock will clear the public right-of-way when properly parked at the dock. Under unusual circumstances, the 60-foot minimum distance may be reduced by the approval of the city traffic engineer. The decision of the city traffic engineer may be appealed to the city council.
