Every regulation, designation, delineation or determination promulgated by the traffic engineer pursuant to the authority granted by § 22-172 shall be described in writing or by a map of the area and filed with the city secretary. Such writing or map shall constitute a public record, and all persons shall be charged with notice of the contents of same. Each and every failure of any person to observe or comply with any such regulation promulgated by the traffic engineer of the city shall be deemed a violation of this article.
