With the exception of violations of §§ 22-162.1, 22-162.3 and 22-162.4 which are criminal offenses, the violation of the provisions of this article related to the parking and stopping of vehicles shall be civil offenses subject to civil penalties and fines pursuant to the procedures for administrative adjudication as set forth in Chapter 10 of this code.
